As part of the Lincoln Police Department's commitment to public safety and keeping the community informed, the department would like to share some amended California Legislation that went into effect January 1st 2010.


27602(a) CVC: states that a person shall not drive a motor vehicle if a television receiver, video monitor, or a television or video screen, or any other means of visually displaying a television broadcast or video signal that produces entertainment or business application, is operating and is located in the vehicle at a point forward of the back of the drivers' seat, or is operating and the monitor, screen, or display is visible to the driver.


21204(a) CVC: A person operating a bicycle upon a highway shall not ride other than upon a permanent and regular seat, unless the bicycle was designed by the manufacturer to be ridden without a seat.


21204(b) CVC: A person operating a bicycle upon a highway shall not allow a person to ride as a passenger, and a person shall not ride as a passenger other than upon a separate attached seat. If the passenger is four years of age or younger, or weighs 40 pounds or less, the seat shall have adequate provisions for retaining the passenger in place and for protecting the passenger from moving parts of the bicycle.


231.6 (a) CVC: A "bicycle path crossing" is either of the following
(1) That portion of the roadway included within the prolongation or connection of the boundary lines of a bike path at intersections where intersecting roadways meet at approximately right angles.
(2) Any portion of the roadway distinctly indicated for bicycle crossing by lines or other markings on the surface.


21809 (a) CVC: A person driving a vehicle on a freeway approaching a stationary authorized emergency vehicle that is displaying emergency lights, a stationary tow truck that is displaying flashing amber warning lights, or a stationary marked Department of Transportation vehicle, absent other direction by a peace officer, proceed to do one of the following:
(1) Make a lane change into an available lane not immediately adjacent to the authorized emergency vehicle.
(2) If the maneuver described in paragraph (1) would be unsafe or impracticable, slow to a reasonable and prudent speed that is safe for existing weather, road, and vehicular or pedestrian traffic conditions.
Assembly Bill 576: Legally defines local agencies as "victims" when it comes to graffiti vandalism. That will allow the agencies to seek restitution for cleanup from convicted vandals.


Senate Bill 627: Requires junk dealers and recyclers to keep written records when they buy catalytic converters. The idea is to cool off the market for "hot" catalytic converters stolen for the valuable metals inside them.


Senate Bill 492: Hikes fines and jail time for registered gang members who hang around schools within 72 hours of having been warned to leave. A conviction could result in up to a year in jail.
